SOLUTION: This interactive image editing device 1 determines that an edit mode to create or edit a layout has been selected only when a predetermined operation was performed immediately after the start-up of the device and determines that an interactive mode to create a page image interactively based on a layout if a predetermined operation was not performed. In the edit mode, layout positions of a text frame and an image frame in a page image, and a restriction condition for the text frame and the image frame are determined in accordance with the user's operation, and layout data indicating the layout is generated. Meanwhile, in the interactive mode, based on the layout data, contents to be applied to the text frame and the image frame in the layout in accordance with the user's operation is fixed.
