PROBLEM TO BE SOLVED: To provide an apparatus in which an aqueous potassium permanganate (KMnO4 ) solution is chemically reacted with dioxins emitted by incinerating chlorine-containing plastics and waste to decompose the dioxins. SOLUTION: Gas (smoke) containing dioxins generated when chlorine- containing plastics and waste are burned in an incinerator (16) is fed into a chemical reaction drum (1) and an aqueous potassium permanganate (KMnO4 ) solution (8) (3-5% concentration) is blown from spray nozzles 3 into the drum (1) and reacted with dioxins and hydrochloric acid (HCl) to decompose the dioxins and hydrochloric acid (HCl). A V2 O5 coated filter (2) is used as a reaction acceleration catalyst. The gas passed through the chemical reaction drum is cleaned by absorption in activated carbon (12) and discharged from an outlet. By this invention, dioxins are decomposed and gaseous CO2 is dissolved in water and becomes carbonic acid to reduce CO2 emission.
