PPROBLEM TO BE SOLVED: To provide a processor synthesizing method capable of flexibly designing an interface of a processor. PSOLUTION: Operation description 1 to describe a function of the processor and an interface definition 2 to define the interface of the processor are input in a processor synthesizer which is an operation synthesizer. An interface library to be assembled is extracted from a library database 3, and the extracted interface library is assembled in the operation description 1 to synthesize the operations. If only the interface definition 2 is changed while the operation description 1 is kept unchanged, either processor of a CPU1, a CPU2, or a CPU3 with the same function and only the interface different can be obtained.
