PPROBLEM TO BE SOLVED: To provide a simple and inexpensive toll road charge collection system and a simple and inexpensive toll road charge collection method, using cellular phones spread in public and used conveniently. PSOLUTION: This system has an on-vehicle device 2 for conducting radio communication with the cellular phone 1 by a radio communication means 21, road side devices 3, 4 for conducting radio communication with the on-vehicle device 2 in an entrance and an exit of a toll road respectively, and a processor group comprising a database server 7 for processing collection of a using charge of the toll road, an identification server 8, a charging system 9 and a settlement system 10. The on-vehicle device 2 is provided with a memory means 23 for storing a cellular phone ID for identifying the cellular phone, an authentication means 24 for authenticate the cellular phone 1 for conducting settlement processing based on the cellular phone ID, and a radio communication means 22 for conducting radio communication with the road side devices 3, 4 respectively, using the cellular phone ID of the cellular phone 1.
