PROBLEM TO BE SOLVED: To provide a moving picture encoding system of an optimum encoding mode selection type that can further enhance the efficiency of compression encoding by more tightly performing adaptive mode discrimination in the unit of macro blocks in moving picture encoding in compliance with the criterion of minimizing the number of encoding bits.;SOLUTION: In the case that the number of DCT blocks where the number of encoded bits is 0 in a rectangular small area (macro block) is greater than a predetermined threshold TH (Yes in step S27), a number of DCT blocks whose number of encoded bits is zero shares a majority or minimizing prediction error power is selected as an encoding mode. When less than the threshold TH (No in step S27), a number providing a smallest sum of the number of encoding bits and the number of overhead bits of the DCT block is selected as the encoding mode (steps S29 to S32).;COPYRIGHT: (C)2003,JPO
