SOLUTION: A server 222 manages a plurality of elemental information items for configuring program scenes distributed in advance, identifies a plurality of the element information items to be used to configure a desired program scene among a plurality of the elemental information items for configuring program scenes which entertainment systems 220 hold, generate terminal control information to configure the desired program scene by combining a plurality of the element information items which are identified, and distributes the control information to the entertainment systems 220. Each of the entertainment systems 220 holds a plurality of element information items for configuring the program scene in advance, receives the prescribed control information distributed from the server 222 via a network 221, decides a plurality of the element information items designated based on the prescribed control information among a plurality of the element information items held in advance and configures the program scene by combining a plurality of the elemental information items that are decided.
