PROBLEM TO BE SOLVED: To easily discover electricity stealing (action) for stealing electricity by directly connecting from a power supply cable to a feeding load, and to thereby efficiently prevent the electricity stealing.;SOLUTION: This device is equipped with a power supply part 601 connected to one end or both ends of a signal wire 103 of the power supply cable 100 constituted of a power line 101 for supplying the power, a covering member 102 for covering the outside of the power line 101, and the signal wire 103 installed on a prescribed position of the covering member 102 separately from the power line 101, for supplying the power having a prescribed voltage to the signal wire 103, a voltage fluctuation detection part 602 for detecting fluctuation of the voltage of the power supplied to the signal wire 103 by the power supply part 601, and a transmission part 610 for transmitting abnormality occurrence information to a prescribed control center when detecting voltage fluctuation over a prescribed value by the voltage fluctuation detection part 602.;COPYRIGHT: (C)2003,JPO
