PROBLEM TO BE SOLVED: To provide an information embedding device capable of reducing adverse effect onto an image when embedding prescribed information to the image. SOLUTION: The information embedding device 10 is characterized in to comprise a frequency conversion means 12 for converting a frequency of an image; an information embedding means for embedding each bit of the information to the image by using a plurality of conversion coefficients subjected to frequency conversion; and a frequency inverse conversion means for applying frequency inverse conversion to the image to which the information is embedded. When number of the conversion coefficients or number of pixels able to be used for embedding to the image is more than number of bits of the embedded information, one bit of the information is embedded to the image by using a plurality of the conversion coefficients or pixels for an object. Thus, the information is embedded to the image while reducing the adverse effect onto the image quality more than that of a conventional watermark embedding.
