PROBLEM TO BE SOLVED: To enable efficient power generation control, which suppresses the quantity of exhaust of a greenhouse effect gas to the utmost using a personal computer, etc., and to enable effective use of the reduced greenhouse effect gas. SOLUTION: First power generation which utilizes solar energy is conducted using a solar panel 1, and power is supplied to users of this system. When surplus power is generated by the first generation, the surplus power is supplied to a hydrogen/oxygen generator 6 make the hydrogen/oxygen generator 6 operate, and hydrogen and oxygen are generated by electrolysis of water. These hydrogen and oxygen and stored in a hydrogen storage apparatus 7 and an oxygen storage apparatus 8 respectively. When a controller recognizes there is a shortage of quantity in the power supply of the first generation, the controller causes the hydrogen apparatus 7 and the oxygen apparatus 8 for supplying hydrogen and oxygen to a fuel cell power generating set 9, and causes the generating set 9 to conduct second power generation using the oxygen and hydrogen, and supplying of power is obtained.
