These hydrogen and oxygen and stored in a hydrogen storage apparatus 7 and an oxygen storage apparatus 8 respectively. When a controller recognizes there is a shortage of quantity in the power supply of the first generation, the controller causes the hydrogen apparatus 7 and the oxygen apparatus 8 for supplying hydrogen and oxygen to a fuel cell power generating set 9, and causes the generating set 9 to conduct second power generation using the oxygen and hydrogen, and supplying of power is obtained.
