PROBLEM TO BE SOLVED: To enhance the efficiency of the quality evaluation of a system without reconsidering a quality index value.;SOLUTION: The number of modification steps is divided by the total number of steps so that a modification ratio can be calculated (ST2), and the fixed number of steps is multiplied by the modification ratio so that the number of modification influence steps can be calculated (ST3), and the number of modification influence steps is added to the number of modification steps so that the scale of the modification steps can be calculated (ST4), and converted into the number of the correction parts of system resources by using a prescribed coefficient (ST8-ST9), and increasing/decreasing values before and after the conversion are calculated (ST10), and the increasing/decreasing values are totaled for the whole system resources so that an integral modification step can be calculated (ST11-ST12), and a quality target value is calculated from the integral modification step and a prescribed quality index value.;COPYRIGHT: (C)2003,JPO
