PPROBLEM TO BE SOLVED: To provide a cleaning block which not only carries out a bed protective function but also contributes to an improvement in water quality, conservation of an ecosystem, etc., in a river, a revetment, etc. PSOLUTION: In a water quality improving block, a heavy-metal adsorption mass, in which a mixture of a calcareous raw material, a siliceous raw material, a carbonaceous raw material and a magnetic-steel raw material is adsorbed by a sponge and burned, is mounted on a concrete main body and integrated with it; and an adsorption block adsorbs oils and fats, organic matter, etc. A vertical hole 6 is vertically provided in a block body in a penetrating state; and flowing-water-direction adjusting plates 4 are provided near a horizontal hole 3, which penetrates horizontally at an angle of approximate 90 degrees with respect to a central part of the vertically hole 6, and a place in which the holes 3 and 6 cross each other.
