PROBLEM TO BE SOLVED: To provide a device and a method to prevent deflection of a rotor caused by non-uniform heat distribution of the rotor due to frictional contact of a brush seal and the rotor.;SOLUTION: A combined seal of the brush seal and a labyrinth seal is provided between a diaphragm web and a platform projected outward in the radial direction between wheels adjacent to each other in the axial direction of the rotor on the steam turbine. The brush seal is set on the upstream side of labyrinth seal teeth. The platform has one flange or fin projected in the axial direction adjacent to an outer end part in the radial direction of the platform. The non-uniform heat distribution caused by frictional contact between bristles of the brush seal and a seal surface on the platform along a rotor surface is consequently eliminated or minimized.;COPYRIGHT: (C)2003,JPO
