PROBLEM TO BE SOLVED: To perform the recovery of the merchandise sales price of cashless automatic vending machines and the recharge of an IC card without using cash in stead of a dealer for providing the cashless automatic vending machines for performing merchandise sales by using the IC card.;SOLUTION: A network management center 4 and an information circulation center 85 are interposed between the cashless automatic vending machines 3 and a merchandise sales dealer 6, and each of them is connected through a telephone network 1 and the Internet 2. The center 85 comprises a control part 51, a charge settlement server 52 and a recharge server 53.
