PROBLEM TO BE SOLVED: To provide a winding device capable of winding an interval wiring coil with high efficiency, an IC chip and coil connecting apparatus equipped with the winding device, an apparatus for manufacturing a flexible IC module, and an apparatus for manufacturing an information carrier. SOLUTION: First needle groups 11a-11f are arranged at the outer periphery of a needle holding plate 10, and second to fourth needle groups 12-14 are arranged at the inner periphery. The top end part of a wire led from a wire feeding nozzle is chucked by a wire chuck 16, and the wire is wound in the order of the first needle group 11 to the fourth needle group 14.
