PROBLEM TO BE SOLVED: To make it possible to pay the toll of a toll road by making on-vehicle equipment through narrow band communication coexist with portable terminal.;SOLUTION: When vehicles 11A to 11C are detected by optical sensors 5A to 5C, a toll collecting device 6 executes narrow band communication through a narrow band communication antenna 9 with all the vehicles 11. The toll collecting device 6 collects the tariff through the narrow band communication with on-vehicles 12A and 12B from the vehicles 11A and 11B. Also, the toll collecting device 6 collects the toll through a wide band communication with a portable telephone 13C from the vehicle 11C which is not mounted with any on-vehicle equipment.
