When the matching characteristic is deteriorated in a process for changing the matching characteristic to a high frequency band by controlling the width of the slot, the thickness of the radio wave absorber is more thinned by a method for improving the matching characteristic by controlling the length of the slot, and matching is executed until a moment immediately before the disappearance of a magnetic permeability characteristic.
