SOLUTION: A managing device 20 has a file coupling part 22 having a function to couple a plurality of structure definition files (MIB files) of management information database, and the file coupling part 22 reads header parts of a plurality of the MIB files 21a, 21b, etc., respectively, grasps connection relation among a plurality of the MIB files 21a, 21b, etc., from the read contents, determines a coupling order from the grasped connection relation and forms one MIB file (coupled MIB file) 23 by coupling a plurality of the MIB files 21a, 21b, etc., while integrating the contents of the respective MIB files 21a, 21b etc., according to the coupling order.
