PROBLEM TO BE SOLVED: To prevent access contention from occurring between threads when a plurality of parallelly operating threads simultaneously access a shared memory. SOLUTION: A higher order synthesis method includes a conversion process from an operation description into a CDFG(Control Data Flow Graph), a scheduling process, an allocation process, a data path generation process and a control logic generation process, and generates control logic which represents a memory access request with a nodal point of the CDFG to perform scheduling, outputs an access request signal to a shared memory interface in a state in which the nodal point corresponds to an allocated step, and stays in that state without shifting to the next state until an access request reception signal from the shared memory interface becomes active.
