PROBLEM TO BE SOLVED: To improve the efficiency of contents production. SOLUTION: A content production screen is displayed on a display means 150 in accordance with a contents creation means 140. A contents producer instructs setting of a screen, or an operation such as selection of an action by using an input means 130 by referring to a content production screen displayed in the display means 150. If the contents producer selects generation conditions or the like of an action, or directly instructs setting of an external reference file or the like, a file acquiring means 120 acquires the external reference file designated in response to the operation by the contents producer, from a storage means 110 and transfers to the contents creation means 140. The contents creation means 140 refers to the external reference file after decoding by an encryption means 160 when the file is encrypted and writes a script of the contents to the contents document at work.
