PROBLEM TO BE SOLVED: To conduct a severe examination for issuing certified information which is used relating with a Web page.;SOLUTION: A mark issuing device 10 receives necessary information for judging whether a mark can be issued or not from a person who discloses information through a information disclosure device 30. Besides, it obtains credit information of the person who discloses information from a credit information control device 20. And the information received from the person who discloses information is judged whether it is credible or not by comparing the credit information of the person who discloses information obtained from the credit information control device 20 and each information received from the person who discloses information, only when the information is judged to be credible, the information received from the person who discloses information is judged whether it satisfies the condition for allowing the mark issue or not.;COPYRIGHT: (C)2003,JPO
