PROBLEM TO BE SOLVED: To provide an application program operation local controller capable of preparing and changing a program of a local controller with an application program. ;SOLUTION: This local controller connected to a main controller is provided with a CPU unit 1 on which an emulator for the application program with a performance cycle at a high-speed is mounted, a process input-output I/F device 2 for interfacing with process controllers 8, 9 and 11, a main controller I/F device 3 for interfacing with the main controller and the next stage controller I/F device 4 for interfacing with the next local controller, and controls a plant for iron and steel with the application program. An Ethernet (registered trademark) I/F device 6 is further provided, and data of the local controller is monitored and analyzed by using a maintenance tool on a general purpose PC through the Ethernet I/F device 6.;COPYRIGHT: (C)2003,JPO
