A continuous electrolytic method in a neutral solution comprises selecting anodic treatment times and cell currents such that the product of current density crossing the cell and anodic treatment time is the sum of a constant fraction of electric charge density outputted for the direct oxide changing anodic reactions and the product of a time constant and the current density.
