A method and apparatus for culvert rehabilitation. Theapparatus is a tubular body having a first end and a secondend, with a pulling attachment secured to the first end. Thetubular body is sized to closely fit through a smallest portionof a culvert to be rehabilitated. A method involvespositioning the tubular body at a first end of the culvert tobe rehabilitated. A winch is positioned at a second end of theculvert to be rehabilitated. A line is secured between thepulling attachment and the winch. The winch is used to pullthe tubular body into the culvert.
