The regulation system allocates at least one law or regulation (21,31) with a defined start value to at least one user (20,30). Sensor elements (22,32) detect parameters specific to the law or regulation. The sensor elements are or can be connected to a data processor (50). A digital account file (52) is provided associated with the law. Parameter values detected by the sensor elements or parameter data derived therefrom, for generating account actual values are automatically stored in the files via the data processor. The actual values are compared with a predetermined target value (56) which is related to the legal value. A regulator (67) is provided when the actual value reaches the target value. Independent claims also cover a method for carrying out the regulation.
