Gaussian FSK multiresolution system employing unequal error protection

A modulation system modulates each channel of a multiplex (31,32,...3N) using a number of modulation levels, weights each channel by a different amount (131) and combines the resulting weighted values into an output (40) having sufficient modulation levels to distinguish the individual signals. The weightings given to each input can be selected according to the priority given to that input, such that the highest priority inputs can still be discriminated in conditions with a low signal/noise ratio.
