PURPOSE: Provided are a sewage/wastewater treatment method and an apparatus using a biological activated sludge process without generating excess sludge, thereby reducing total treatment cost. CONSTITUTION: The method comprises the steps of injecting high concentration oxygen with oxygen concentration not less than 60% into a sludge return pipe; returning a portion of the oxygen-enriched sludge to an aeration tank and ozone-treating the other portion of the oxygen-enriched sludge in ozone contact tank, thereby turning it into inorganic substance. The apparatus comprises a sludge return pipe(41) which has a sludge distribution nozzle(43a) at the end thereof and the nozzle(43a) has an eductor(43) being comprised of a plurality of tubes with a plurality of inspiration holes(43c) at its surface at the end thereof, wherein the sludge return pipe(41) is branched off in the middle portion thereof to be connected to an ozone contact tank.
