PURPOSE: A delay adaptive scheduling device according to traffic patterns based on ATM(Asynchronous Transfer Mode) and a method thereof are provided to provide each different available bandwidth to mutually different sources, while securing fair transmission and QoS(Quality of Service) appropriate for each traffic pattern of inputted cells, so that an average delay time of cells is reduced using idle bandwidth at maximum. CONSTITUTION: A scheduling part(310) classifies cells according to traffic patterns, and generates service information including traffic patterns, service priorities and service end time. A storing part(325) stores the cells in which the service information is generated. An outputting part(340) reads and outputs the cells of which the service is decided from the storing part(325). A controlling part(380) decides whether to service the cells based on the service information, to output to the outputting part(340) a control signal for reading the cells stored in the storing part(325) and outputting the cells. And an input/output managing part(350) counts the cells inputted in the scheduling part(310) and the cells outputted from the outputting part(340), to manage the input and output state of the cells.
