PURPOSE: A cable inclusive insulation evaluation unit and an inclusive insulation method using the same are provided, which sets a minimum diagnosis target appropriate to a user environment and achieves it most economically for assuring a reliability of a power supply and for reducing a line maintenance cost. CONSTITUTION: According to a diagnosis part(100), a power supply part(110) supplies a required power to each corresponding unit, and a high voltage test power supply part is prepared additionally to apply a test power to a line to improve a measurement accuracy. A resistor module part(120) is constituted with a time constant measurement resistor part(Rm) and a discharge serial resistor part(Rd) connected to a conductor of a cable to measure a degradation time constant variation of the line. A high voltage switching module part(130) comprises a high voltage switching part(VR1) for test power supply and a high voltage switching part(VR2) for discharge, and performs a switching operation. An input/output and signal processing part(150) inputs state and control values of the line, and processes the degradation time constant variation of the line, and displays the cable insulation state. A communication interface part(210) interfaces insulation state data transmitted from the diagnosis part. A data analysis part(220) analyzes, judges and processes the diagnosis result as to the insulation state. A cable data database part(230) manages an accident history and a cable burying environment management data and the diagnosis result. And a database management part(240) manages the diagnosis result and the judgement result.
