PURPOSE: A system and a method for the dynamic certification securing the transaction security, and the system and the method for processing the settlement using the same are provided to perform payment process while securing the payment information or the access information of a buyer on the EC(Electric Commerce). CONSTITUTION: A dynamic individual code publication module(310) transfers a dynamic individual code to an individual code management module(320) by receiving a request for publishing the dynamic individual code from a buyer terminal(100) and verifying the personal information of the buyer, receives a new dynamic individual code from the dynamic individual code management module(320), and transfers it to the buyer terminal(100). The dynamic information code management module(320) manages the registered buyer information, processes a new registration request and compares with the stored buyer information by receiving a certification request of the buyer from a dynamic individual code certification module(330). The dynamic individual code certification module(330) discriminates between a certified and an illegal user after processing the certification of the dynamic individual code and the buyer information.
