PURPOSE: A method and a system for display an AD(ADvertisement) window on a fixed part of a web browser and/or the Windows Explorer are provided to display an AD to a user whenever the user uses the web browser or the Windows Explorer to use the Internet without visiting a specified site. CONSTITUTION: An AD server(130) is a web server operated by an advertiser or an AD agent, and offers an AD display program to the users through a web site. An AD database(140) stores the AD contents as a file. The AD server offers the AD file to a user terminal(110) when the AD contents of an AD URL(Uniform Resource Locator) are requested from the AD display program executed on the user terminal. An AD control server(150) is the web server operated by an AD businessman, offers the AD display program to the users, and offers the AD control data to make the user view the AD of the advertiser through the AD window of the AD display program. The AD control server includes a user information database(160), an AD control database(170), and a use history statistics information database(180).
