PURPOSE: An eco-friendly wave dissipating system using a submerged breakwater formed by net-bags with soil is provided to decrease the manufacture and construction expenses and to simplify construction works. CONSTITUTION: The eco-friendly wave dissipating system using a submerged breakwater formed by net-bags with soil comprises the steps of forming a submerged breakwater(10) by constructing net-bags with soil(12) filled with soil from the seabed(100), and installing an artificial spawning ground(14) on the upper side of the submerged breakwater(10) to make marine creatures live in.
