PURPOSE: An apparatus and a method for generating and providing traffic information using the Internet are provided to transmit and receive traffic information on internet by using an existing communication network of a mobile telephone. CONSTITUTION: A mobile telephone(300) is used for performing a radio communication operation and transmitting position information of a vehicle. A radio station(320) is used for receiving a radio communication signal and a position information signal from the mobile telephone(300), identifying a communication terminal ID and a vehicle terminal ID, and transmitting an identified result to a corresponding radio station. A central control center(340) is used for outputting a traveling speed of the vehicle and the time information. An internet network(360) is used for receiving the traveling speed and the time information from the central control center(340) and transmitting the traveling speed and the time information to the mobile telephone(300).
