PURPOSE: A method capable of controlling phosphorus in molten steel more stably by performing phosphorus controlled refining at the end of refining when refining high temperature high manganese molten steel in converter, thereby securing slagging property and reaction area of slag is provided. CONSTITUTION: In a method for refining high temperature high manganese molten steel containing 0.1 wt.% or more of manganese after tapping at a temperature of 1,670 deg.C or more using converter equipped with top blowing lance, the method comprises the processes of blowing oxygen into the converter in a flux of 16% or less of the final oxygen flux for a period of time corresponding to 13% or less of the total time by ascending the lance so that the lance is moved from lance standby position to a position corresponding to 35% or less of a height from the lance standby position to the ground surface; descending the lance to a normal position, and turning oxygen flux back to the final normal oxygen flux; and blowing oxygen into the converter additionally in a flux of 100 to 500 Nm¬3.
