PURPOSE: A harmful site blocking service system and method is provided to offer a harmful site blocking service to an authorized member by using a tunneling protocol. CONSTITUTION: The system comprises network access servers(300a, 300b), certification servers(400a, 400b), layer 2 tunneling protocol network servers(500a, 500b), and a blocking system(600). The network access servers(300a, 300b) check IDs of users, classify them into member IDs and non-member IDs and perform proper routing functions. The certification servers(400a, 400b) perform an authorization function for the non-member IDs. The layer 2 tunneling protocol network servers(500a, 500b) perform a routing function of an Internet traffic. The blocking system(600) blocks the access to a harmful web site.
