PURPOSE: Provided is a method for treating highly concentrated non-biodegradable industrial wastewater by using modified and cultured facultative bacteria. CONSTITUTION: The method comprises the steps of (a) selectively culturing facultative bacteria in a cultivator which contains raw wastewater to be treated therein, (b) introducing raw wastewater into a water tank and inputting the cultured facultative bacterial of the step (a) and sludge(bacteria) generated from a settling zone of a second treatment system into the water tank, for decomposing contaminants in the wastewater while controlling DO of the wastewater in the water tank to 0.1-0.5 mg/L, (c) adjusting pH of the wastewater to 8.5-9.5 by adding Ca(OH)2 to the wastewater, (d) inputting the cultured facultative bacteria of the step (a) into a modification zone with the pH adjusted wastewater, (e) adding the cultured facultative bacteria to the modification zone for converting polymer to low molecular material and accelerating nitrification and denitrification, and (f) liquid-solid separating the treated water of the step (e), returning sludge (bacteria) to the cultivator and the modification zone, and dehydrating excess sludge and transferring decanted water to a pH adjusting zone.
