PURPOSE: A system for giving an effective progressive question for measuring a learning achievement degree objectively and a method thereof are provided to evaluate a learning achievement degree of a learner effectively and secure objectivity of an evaluation by automatically evolving a difficulty degree assignment of a set question according as time is passed. CONSTITUTION: In the case that the applicant has an examination actually, it is checked whether the level of the applicant is relatively possessed at a position in a large group(S201). An additional score acquired by answering a question having a classified difficulty degree in detail with respect to many questions is checked(S202). The final score is checked by adding a score corresponded to the basic level to the additional score(S203). A difficulty degree of a question is readjusted according to a correct answering rate of applicants with respect to the set questions. An additional question is set. An initial difficulty degree of the additional question is set according to correct answering rates(S204).
