PURPOSE: A system and method for determining the location of a pilot symbol for uplink power control in a mobile communication system using an HSDPA(High Speed Downlink Packet Access) method is provided to control the transmit power of an HS-UL_DPCCH(Up-Link High Speed Dedicated Physical Control CHannel) in a mobile communication system supporting downlink high speed packet transmission. CONSTITUTION: The HS-DPCCHs of UEs(User Elements) have the same TTI start points. In case that it is not necessary to transmit ACK/NACK information and CQI information to Node B, the UEs execute DTX processing. At this moment, Node B, when the number of HS-Pilot bits is 5, sets HS-Pilot offsets for UE #1, UE #2, UE #3, and UE #4 as 0, 5, 10, and 15 bits respectively. Accordingly, the HS-Pilot starts transmission for UE #2 at a point of 5 bits away from the second slot, and transmits CQI information dividedly at the remaining portion of the other two slots. For UE #3, the HS-Pilot starts transmission at a point of 10 bits away from the second slot, and transmits CQI information dividedly at the remaining portion between the second slot and the third slot.
