PURPOSE: Provided are a composite board of waste tire-agricultural waste material and a laminate comprising the board, by which it is possible to effectively recycle waste tire and agricultural waste material. CONSTITUTION: The composite board is made of agricultural waste material containing lignocellulose and particles of waste tire. The agricultural waste material and the waste tire are bonded to each other by a binder. The agricultural waste material containing lignocellulose includes rice straw, wheat straw, barley straw and a mixture thereof. The composite board also includes an additive such as an insulation material and wooden particles. The laminate is made by laminating the composite boards sequentially. Each composite board of the laminate is formed in a zig-zag form.
