PURPOSE: A method of manufacturing an electric steel sheet is provided to improve directional property by forming an inhibitor after finishing rolling to a thickness of final production. CONSTITUTION: To manufacture an electric steel sheet through low-temperature heating, a slap is fabricated by reducing the amount of carbon in molten steel and containing zirconium. The slap is hot-rolled at a lower temperature than 1250C and cold-rolled once. After that, the slap is used as an inhibitor by forming new extract through annealing for decarbonating and nitrifying. The slap contains 1.0-4.8wt% of silicon, 0.005-0.019wt% of carbon, 0.05-0.2wt% of manganese, 0.01-0.07wt% of zirconium, less than 0.020wt% of aluminium, less than 0.007wt% of sulfur, less than 0.01wt% of N2 and the rest such as iron and other impurities.
