PURPOSE: An apparatus for implementing dualization of a non-connection server is provided to enhance reliability and performance of the non-connection server for serving non-connection type data. CONSTITUTION: Non-connection type data inputted to a physical layer processing board(20) are changed into an electrical signal and processed by an ATM(Asynchronous Transfer Mode) physical layer process. The processed signals become junction signals D and are applied to dualized cell processing boards(30,40). Each cell processing board(30,40) performs VPI(Virtual Path Identifier), and VCI(Virtual Channel Identifier) changes by an address value of destination. At this time, when the inputted cell is an OAM(Operation, Administration and Maintenance) cell or a multi-casting cell, it is transmitted to dualized control boards(50,60) through a junction signal H. Each control board(50,60) performs a cell copy when the inputted cell is a multi-casting cell. Also, each control board(50,60) performs a proper maintenance function when the inputted cell is an OAM cell and thereafter transmits the cell to the cell processing boards(30,40) through the junction signal H.
