PURPOSE: Provided are catalytic composition for preparing catechol(1,2-dihydroxylbenzene) and hydroquinone(1,4-dihydroxybenzene), and a method for preparing catechol and hydroquinone using the same, wherein ortho and para sites of phenol is selectively oxidized in the presence of hydrogen peroxide serving as oxidizer so that catechol and hydroquinone are simultaneously prepared. CONSTITUTION: A method for preparing catechol and hydroquinone by the catalytic reaction of phenol and hydrogen peroxide in the presence of a catalyst represented by AaBbMcOx, wherein A is selected from bismuth, cobalt, nickel, copper, phosphorus or calcium; B is selected from titanium, tin, antimony, cerium and gallium; M is selected from molybdenum, tungsten and vanadium; and a, b, c and x is mole number of each constituent respectively, wherein a/c is 0 to 3, b/c is 0 to 3, c is 0.5 to 5, x is determined by oxidation state of elements.
