PURPOSE: An incombustible composite panel made of phenol resin as a base material and a reinforcing glass fiber tissue, and a manufacturing method thereof are provided to reduce a whole weight of the composite panel, and to realize the stability thereof. CONSTITUTION: The incombustible composite panel consists of a heat resistant phenol resin matrix(4), and a reinforcing glass fiber tissue(3), and the glass fiber tissue is manufactured by being formed a prepreg through a resin impregnation process, and then laminated in multi-layers and molded with a high temperature and high pressure press. The phenol resin uses various additives such as a filler or a foaming agent, and so on in order to improve a light weight property and other physical properties. A metal sheet, an FRP sheet, a melamine sheet, and other synthetic resin sheets are attached to the both surfaces of the incombustible composite panel with an adhesive film.
