PURPOSE: An apparatus for sending and receiving MP3 file by radio or by wire, and low power transmitting by radio, and a method for transmitting MP3 file by radio are provided to effectively utilize MP3 files by adding parameters to MP3 files. CONSTITUTION: An apparatus for sending and receiving MP3 file by radio or by wire, and low power transmitting by radio includes a wire and wireless transceiver part(250) composed of an MP3 file control program(30), an MP3 file database(40), an MP3 file storing part(55) selecting necessary MP3 files, adding parameters to each MP3 file by using an MP3 file parameter setting program(50), saving the processed MP3 files, a wireless transceiver part(60) and a wire transceiver part(70) transmitting MP3 files according to the selection of communication method, data rate, output port; an MP3 file reproduction transmitting part(200) composed of a wireless transmitter connecting part(120) saving the processed MP3 files and transmitting stereo audio signals generated by reprocessing through a digital-to-analog converter(110), a wireless transmitter part(130) transmitting the audio signals by an FM method; a wireless receiver part(300) receiving the contents by synchronizing frequency with the modulation method of the wireless transmitter part.
