PURPOSE: A system, a device, and a method for Internet connection interception and micro-payment using a micro-payment card are provided to transmit a connection interception signal to a PC depending on a result comparing a level of a member site with a level of an inputted card, and charge a rate by using the rate system information from a card selling company and a payment signal from the member site. CONSTITUTION: A packet monitor(303) detects a source network address of a packet inputted from the first port(301), outputs the inputted packet through the second port(305), and outputs the packet inputted from the second port through the first port. A card read/write part(309) reads/updates card information of the inputted micro-payment card(111). A communicator(307) communicates with the card selling company computer and a member site computer through the first port, and communicates with the PC through the second port. A connection/charge processor(311) transmits the card information and the source network address to the card selling company computer, receives the member site information, transmits the connection interception signal to the PC, and performs a charging operation if the payment signal is received.
