PURPOSE: An on-line security system for providing real-name personal information and a guarantee issuing method thereof are provided to strictly verify personal information inputted, and to secure the personal information to the third party by exchanging information with a person who inputs personal information in a question/response way using a personal information certification database. CONSTITUTION: A person who wants to become a member connects to a guarantee service providing server, and inputs personal information through a communication terminal(S100). The guarantee service providing server outputs question data stored in a personal information certification database, and puts a question(S110). The person transmits a response to the guarantee service providing server through the communication terminal(S120). The server compares the response inputted with the data stored in the database or items which the person inputs(S130). In case that the items is true, the server gives an ID to the person, and secures reliability of the personal information(S140).
