PURPOSE: A device is provided, in which water meter upper cap is prevented from being easily open by a user, to thereby prevent artificial manipulation of water meter and achieve improved reliability for water meter. CONSTITUTION: A device for preventing rotation of water meter upper cap, comprises a main body(10) having a connection pipe(11) to be coupled to water pipes for supplying water to each building or home; a meter(20) coupled on the top of the main body, which meters amount of water flowing through the main body; an upper cap(30) screw-coupled to the top of the main body, which fixes the meter; a rotation prevention unit(40) coupled to the outer periphery of the upper cap, which has protrusions(41) with teeth portions; and a coupling unit(50) fixed at the upper portion of the main body, which has, at an outer periphery thereof, an insertion portion(51) with an elastic stopper piece(52) which is shaped to be engaged with protrusions of the rotation prevention unit.
