PURPOSE: A solar heat collecting device having a both-sided plane absorber and an asymmetric reflection surface, and a method thereof are provided to minimize the utility of solar rays by increasing the collection ratio by using an asymmetric reflection surface and using both side surfaces of a plane absorber, thereby minimizing the loss of solar heat and simplifying the manufacture of the reflection surface and the absorber. CONSTITUTION: A solar heat collecting device having a both-sided plane absorber and an asymmetric reflection surface includes an asymmetric reflection surface(31) formed in a semicircular groove shaped insulation material(34), a both-sided plane absorber(32) of which a metal plate is mounted to a circular tube type metal tube formed at a side of an upper part of the insulation material, and a glass cover(33) formed on the semicircular upper part, wherein the plane absorber absorbs the solar rays at a top absorption surface directly and the solar rays reflected against the asymmetric reflection surface at a rear absorption surface.
