Novelty is that windwheels have center boss and rim perforated over circumference which are joined together by means of spokes; blade spindles secured in boss and in thrust bearings are passed through bushings mounted in perforation holes; windwheel speed governor is, essentially, set of flexible members in the form of cylindrical springs fastened on one end to blades and on other, to rim symmetrically relative to axis of revolution of each blade; in addition blade turn limiters in the form of pin-type stops are installed in rim holes.
