The flap (1) which closes an opening (3) on the outside (2) of a vehicle has associated operating element (4) and primary and secondary locks. The operating element (4) of the secondary lock (5) can be brought from its storage opening into its operating position when the flap is partially opened when the primary locked is released. The operating element for the secondary lock can be a double-armed toggle lever (4) fixed on a fulcrum (6) inside the flap and having a catch hook (7) fixable on a stop (10) of a catch plate (11) fixed on the vehicle.
