A mixed catalyst (I) for the polymerization of olefins in inert solvents is supported on a magnesium compound and preactivated by an organic aluminum compound and comprises Ti in a molar ratio of Ti(IV) to Ti(III) is 100:1-1:100, whereby the catalyst (I) is activated by addition of less than 0.2 mmol/l (wrt the volume of inert solvent) of an alkylaluminum compound. An Independent claim is included for a process for the production of olefin homo- and copolymers comprises polymerization of at least one olefin in an inert fluid in the presence of a mol. wt. regulator, a mixed catalyst (I) and a substance that increases the electrical conductivity of the inert fluid whereby the mixed catalyst (I) comprises titanium in valence states III and IV as well as an aluminum compound such that the molar ratio of Ti(IV) to Ti(III) is 100:1-1:100.
